IV. TERMS OF REFERENCE Our goal is to get to the synergy of the community dynamics as a strong point for projects of integral development. - The philosophy is to move towards energy efficiency and energy conservation and based on materials available locally to enable the transfer of technology to national and international level which could facilitate local participation and autopsy in charge of projects by the population; - Creating a sort of balance between demand for energy increasing and increasing production on the basis of means disponibiliser locally, nationally and internationally; - Organize the system of local agribusiness and energy market by attracting foreign investment in these areas.
